VA recently issued an interim rule which would have directed VA disability ratings to focus on how a condition presents with medication, rather than considering the unmedicated baseline. Veterans’ organizations quickly raised concerns the change could reduce ratings for veterans whose symptoms are controlled through treatment.
The rule took effect immediately, but on February 19, 2026, VA Secretary Doug Collins announced VA is halting enforcement effective immediately, and indicated VA will not enforce the rule going forward while the agency continues to gather input.
The public comment period remains open through April 20, 2026, so veterans and advocates still have an opportunity to submit feedback.
